Development of metropolitan police emergency call system

Abstract

The objectives of this research were to investigate the problems and obstacles of the metropolitan police emergency call and to develop the most appropriate foreign model for metropolitan police emergency call and patrol planning and the best model for metropolitan police emergency call and channels of emergency report. In this research, quantitative and qualitative methods were employed. A sample of police officers in 500 units and 100 victims were used for the quantitative method, and focus group was conducted with patrol and special force police officers in 25 units, and an interview was carried out with senior police officers in 12 units. The results revealed that metropolitan police emergency call technology systems were outdated which resulted in failed operations. Buildings and facilities were not suitable for work and operation. People were lack of knowledge in law and police tactics. Police officers who took operations were in shortage of budget for acquiring tools and equipment for effective actions. A victim or injured person may call for police, ambulance and fire truck foreign police emergency call free of charge. It is recommended that emergency call should be integrated in one center called "National Police Emergency Call Center" for the effectiveness of the metropolitan police emergency call using. Moreover, metropolitan police center should include other projects such as Miracle Eyes and Police I Lert You. Also, social media should be utilized for complaints and promotion of new technology for people's awareness

การศึกษาวิจัยเรื่อง การพัฒนาระบบการรับแจ้งเหตุอาชญากรรมกองบัญชาการตำรวจนครบาล มีวัตถุประสงค์เพื่อศึกษาในส่วนของปัญหา อุปสรรค และข้อขัดของของระบบรับแจ้งเหตุของกองบัญชาการตำรวจนครบาล และเพื่อการพัฒนาระบบแจ้งเหตุอาชญากรรมให้เหมาะสม พร้อมทั้งวิเคราะห์รูปแบบระบบแจ้งเหตุของต่างประเทศที่สามารถนำมาปรับใช้ได้ในประเทศไทย วิธีการวิจัยเป็นการศึกษาผสมผสานการวิจัยเชิงปริมาณและเชิงคุณภาพ โดยใช้แบบสอบถามกับกลุ่มตัวอย่าง เจ้าหน้าที่ตำรวจ จำนวน 500 ราย และจากประชาชน จำนวน 100 ราย เก็บข้อมูลแบบสนทนาแบบกลุ่มจากเจ้าหน้าที่ตำรวจสายตรวจและปฏิบัติการพิเศษ จำนวน 25 ราย และได้เก็บข้อมูลจาการสัมภาษณ์เชิงลึกจากเจ้าหน้าที่ ตำรวจในระดับนโยบาย อีกจำนวน 12 ราย ผลการศึกษาพบว่ายังมีปัญหาอุปสรรค ของระบบรับแจ้งเหตุ ระบบเทคโนโลยีที่ยังล้าสมัย อาคารสถานที่และห้องปฏิบัติการสายตรวจยังไม่เหมาะสมกับการทำงาน บุคลากรขาดความรู้เรื่องยุทธวิธีตำรวจ และความเข้าใจข้อกฎหมายในการปฏิบัติหน้าที่ ขาดแคลนงบประมาณ ในการสนับสนุนในการจัดซื้อจัดจ้าง และการบำรุงรักษาอุปกรณ์ จากกองบัญชาการตำรวจนคร ระบบแจ้งเหตุอาชญากรรมควรเพิ่มระบบการแจ้งเหตุขอความช่วยเหลือจากเจ้าหน้าที่ตำรวจ รถพยาบาล และรถดับเพลิงได้ และให้ประชาชนสามารถติดต่อหมายเลขในการแจ้งเหตุฉุกเฉินเป็นบริการที่ไม่คิดค่าใช้จ่าย อีกทั้งมีใช้ระบบกล้องวงจรปิดมาใช้เพื่อวัตถุประสงค์การตรวจสอบการก่อการร้าย แก้ปัญหางานจราจร และงานอาชญากรรมทั่วไป ข้อเสนอแนะในการพัฒนาระบบแจ้งเหตุอาชญากรรมในภาคนโยบายควรสนับสนุนการออกกฎ และระเบียบในการจัดตั้งศูนย์ปฏิบัติการรับแจ้งเหตุแห่งชาติ โดยการบูรณาการศูนย์ต่าง ๆ ในประเทศไทยเข้าด้วยกัน ทำให้ประชาชนสามารถแจ้งเหตุด่วนเหตุร้าย โดยใช้หมายเลข 191 เพียงเบอร์เดียว นอกไปจากนี้กองบัญชาการตำรวจนครบาลควรนำโครงการ มิราเคิล อายส์ และโปลิศไอเลิทยู มาร่วมในการทำงาน อีกทั้งนำระบบสื่อสังคมออนไลน์มาใช้ในการร้องทุกข์และการประชาสัมพันธ์แก่ประชาชนอีกด้วย
