การพัฒนาขีดความสามารถเรื่องความมั่นคงทางอาหารของชุมชนชาวเลอเวือะ บ้านป่าแป๋ ตำบลป่าแป๋ อำเภอแม่สะเรียง จังหวัดแม่ฮ่องสอน

Abstract

การศึกษาครั้งนี้เป็นงานวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษากระบวนการวิจัยเชิงปฏิบัติการ แบบมีส่วนร่วมและการพัฒนาขีดความสามารถเรื่องความมั่นคงทางอาหารของชุมชนชาวเลอเวือะบ้านป่าแป๋ โดยผู้ให้ข้อมูลหลัก คือ ผู้มีส่วนร่วมในกิจกรรมของโครงการ พีปอน เลอเวือะ 'ยวงแป จำนวน 25 คน ประกอบด้วยนักวิจัยในโครงการ ปราชญ์ และเด็กนักเรียน โดยการสัมภาษณ์เชิงลึก และการสนทนากลุ่มผลการศึกษาพบว่า โครงการ พีปอน เลอเวือะ 'ยวงแป เป็นกระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม เกิดขึ้นจากการพูดคุยกันถึงสถานการณ์ปัญหาเรื่องอาหารในชุมชน เมื่อทุกคนเห็นปัญหาร่วมกัน จึงได้คัดเลือกผู้เข้าร่วมการวิจัย และ ออกแบบแนวทางการดำเนินกิจกรรมเพื่อการฟื้นฟูอาหารพื้นบ้านของชาวเลอเวือะ ตลอดจนดำเนินการตามแผนที่วางไว้ ได้แก่ การจัดเวทีชี้แจงโครงการ การสำรวจทรัพยากรอาหารที่มีอยู่ในชุมชน พร้อมทั้งทำแผนที่แหล่งอาหารและปฏิทินอาหารตามฤดูกาลและบันทึกข้อมูลความรู้และภูมิปัญญาเกี่ยวกับทรัพยากรอาหารแต่ละประเภทและจัดทำเป็นหนังสืออาหารพื้นบ้านของชาวเลอเวือะ นอกจากนี้แล้วยังได้จัดกิจกรรมปฏิบัติการฟื้นฟูอาหารพื้นบ้านโดยการถ่ายทอดความรู้เรื่องการทำอาหารพื้นบ้านให้กับเด็กนักเรียน การสร้างแหล่งอาหารใกล้บ้าน การทดลองทำตลาดชุมชน และจัดเวทีสรุปผลการดำเนินงานเมื่องานวิจัยเสร็จสิ้น กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมทำให้ชุมชนเกิดการพัฒนาขีดความสามารถ ได้แก่ เกิดการสร้างความตระหนักรู้ มีความตื่นตัวและเข้าใจถึงความสำคัญของอาหารพื้นบ้าน เกิดการสร้างความรู้ และ สร้างทางเลือกให้กับคนในชุมชนสามารถเลือกหาอาหารเพื่อการดำรงชีวิตได้ เกิดการพึ่งพาตนเอง เกิดภาวะผู้นำตลอดจนมีความภาคภูมิใจในชุมชนท้องถิ่นของตน

This qualitative research aimed to study the process of participatory action research and the capacity development on food security of Lavua Community at Papae Village. The informants were 25 participants in the project Phipon Lavua Yuangpae including researchers, scholars, and students. The data were collected by in-depth interviews and focus group discussion. It was found that, the project Phipon Lavua Yuangpae was a participatory action research involving the discussion on food security in the community. After the community realized the problem, the participants of the research were selected and the activities for the food restoration of the Lavua were decided. The implementation of the project included the project clarification discussion, the exploration of the food resources available in the community, the production of food resources map and the calendar of seasonal food, the publication of information, knowledge and wisdom about each type of food resources of the Lavua as a local food manual. Moreover, the local food revitalization activity was organized by teaching the knowledge of local food to students, creating a food source closer to home, organizing the experimental market and organizing a summary discussion when the research was completed. It was found that the participatory action research improved the capacity development of the community, including the creation of awareness and understanding of the importance of local food, providing an alternative in food resources to the people in the community, leading to self-reliance, leadership and pride in their local communities.
