The in-depth analysis of truck accident factors : a case study of cement factory

Abstract

The aim of this study was an in-depth analysis of the cement transporting truck accident factors during 2014-2016, the attitude towards accidents from the drivers involved in these accidents, and the Occupational Health and Safety management system of the cement factory currently used in order to improve the system for an effective correction and prevention of the accidents. This was a cross-sectional designed study. There were 36 accident cases that occurred and investigated and this study found that the main contributing factors were the driver's capability (97.2%) and management ability of the transport service provider (2.8%). Two root causes were inadequate safe driving skills (69%) and fatigue (19%). These results coincided with the result of driver's attitude survey which showed that the human factor was a leading cause (37.4%), followed by truck and equipment factor (28.6%) and environment factor (23.4%). These factors were reflected in the ways OH&S management system had been implemented. This study demonstrated that most of the truck accidents were caused by the human factors especially the driver's capability. Thus, OH&S management system should be implemented to cover all aspects of the transportation operations in order to prevent the accident. The results of this study would be beneficial to both the governmental administrative agency, as the policy makers and enforcement of the regulations, and also the transport service providers who can play important roles to make the road safer.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา และวิเคราะห์เชิงลึกถึงปัจจัยการเกิดอุบัติเหตุ ทัศนคติ ต่อปัจจัยการเกิดอุบัติเหตุของผู้ขับขี่ที่เป็นผู้ประสบเหตุในรถบรรทุกขนส่งของโรงงานปูนซีเมนต์ ช่วงระหว่างปีพ.ศ.2557-2559 รวมถึงการศึกษาระบบบริหารจัดการความปลอดภัย เพื่อหาแนวทางในการปรับปรุงระบบบริหารจัดการดังกล่าวให้มีประสิทธิภาพทั้งในการแก้ไขและป้องกันอุบัติเหตุในอนาคต การศึกษานี้เป็นการศึกษาแบบภาคตัดขวางโดยใช้แบบสอบถาม ทำการวิเคราะห์ทางสถิติโดยใช้ความถี่ และค่าร้อยละ จากการศึกษาจำนวน 36 อุบัติเหตุ โดยผ่านกระบวนการสอบสวนอุบัติเหตุพบว่า ปัจจัยการเกิดอุบัติเหตุส่วนใหญ่เกิดจากผู้ขับขี่ ร้อยละ 97.2 และผู้ประกอบการขนส่ง ร้อยละ 2.8 ตามลำดับ โดยไม่มีปัจจัยอื่น ๆมาเกี่ยวข้อง โดยสาเหตุสำคัญที่เกิดจากตัวผู้ขับขี่นั้น เกิดจากการขาดทักษะการขับรถอย่างปลอดภัย และความเหนื่อยล้าในผู้ขับขี่ ร้อยละ 69 และร้อยละ 19 ตามลำดับ ซึ่งสอดคล้องกับผลการสำรวจทัศนคติของผู้ประสบเหตุ ที่เห็นว่าตัวบุคคลเป็นปัจจัยหลัก ร้อยละ 37.4 โดยมีปัจจัยที่ตามมาคือ ตัวรถบรรทุกพร้อมอุปกรณ์ และสภาพแวดล้อม ที่ร้อยละ 28.6 และ ร้อยละ 23.4 ตามลำดับ ซึ่งมีความ สอดคล้องกับระบบบริหารจัดการความปลอดภัยที่มีการดำเนินการอยู่การศึกษานี้แสดงให้เห็นว่า แม้ปัจจัยหลักของการเกิดอุบัติเหตุนั้น มาจากตัวบุคคลโดยเฉพาะผู้ขับขี่ แต่ระบบบริหารจัดการความปลอดภัยนั้น ควรต้องดำเนินการให้ครอบคลุมในทุกด้านเพื่อเป็นการป้องกันอุบัติเหตุอย่างแท้จริง ซึ่งผลการศึกษาในครั้งนี้ น่าจะเป็นประโยชน์ต่อทั้งภาครัฐที่เป็น ผู้ดูแลและควบคุม และภาคเอกชนที่ต้องเป็นผู้ปฏิบัติในภาคการขนส่ง เพื่อนำไปประยุกต์ใช้
