แนวทางการพัฒนาพิพิธภัณฑ์ชุมชน : กรณีศึกษาพิพิธภัณฑ์ เฮินไตลื้อ ตำบลงอบ อำเภอทุ่งช้าง จังหวัดน่าน

Abstract

วิทยานิพนธ์นี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการพัฒนาและการขับเคลื่อนพิพิธภัณฑ์เฮินไตลื้อ ตำบลงอบ อำเภอทุ่งช้าง จังหวัดน่าน และวิเคราะห์การมีส่วนร่วมของชุมชนต่อพิพิธภัณฑ์ โดยใช้การวิจัยเชิงคุณภาพ เก็บข้อมูลจากกลุ่มตัวอย่าง สมาชิกในชุมชนที่มีเชื้อสายไตลื้อ จาก 6 หมู่บ้านของตำบลงอบ อำเภอทุ่งช้าง จังหวัดน่าน ทั้งหมด 35 คน โดยแบ่งออกเป็น 4 กลุ่มย่อย ดังนี้ (1) แกนนำชุมชน จำนวน 7 คน (2) ชาวบ้านในชุมชน จำนวน 20 คน (3) แกนนำชุมชนที่มีบทบาทในด้านงานพิพิธภัณฑ์ จำนวน 10 คน (4) แกนนำชุมชนที่มีบทบาทในการขับเคลื่อนงานด้านวัฒนธรรม จำนวน 15 คน ซึ่งในแต่ละกลุ่มจะมีคนที่ซ้ำกัน จำนวน 10 คน โดยใช้การสัมภาษณ์ การประชุมกลุ่มย่อย การสังเกต และนำ ข้อมูลมาวิเคราะห์ โดยใช้ SWOT Analysis และ TOWS Matrix ผลการวิจัยพบว่า 1) แนวทางการพัฒนาและขับเคลื่อนพิพิธภัณฑ์เฮินไตลื้อ ตำบลงอบ อำเภอทุ่งช้าง จังหวัดน่าน โดยนำเอกลักษณ์ของชุมชนมาสร้างเป็นจุดเด่นให้แก่พิพิธภัณฑ์ ได้แก่ ประวัติศาสตร์ชุมชน วิถีชีวิต ประเพณี ศิลปวัฒนธรรมการละเล่น ภูมิปัญญา เป็นต้น และนำเสนอองค์ความรู้มุ่งเน้นไปที่เรื่องราวของชุมชนไตลื้อในแง่มุมต่าง ๆ โดยแบ่งพื้นที่การจัดแสดงตามเนื้อหาที่ต้องการนำเสนอให้เชื่อมโยงกับวัตถุจัดแสดง และจัดกิจกรรมการเรียนรู้อื่น ๆ ที่เชื่อมโยงกับพิพิธภัณฑ์ เช่น นิทรรศการหมุนเวียนหรือนิทรรศการเคลื่อนที่ ตลอดจนตั้งคณะกรรมการดำเนินงาน ให้ความสำคัญกับการมีส่วนร่วมของสมาชิกในชุมชน โดยการกำหนดให้สมาชิกทั้ง 6 หมู่บ้านมีบทบาทหน้าที่ในการบริหารจัดการและดำเนินงานพิพิธภัณฑ์ ส่วนเยาวชนมีบทบาทหน้าที่ในการนำชมและดูแลทำความสะอาดพิพิธภัณฑ์ รวมถึงจัดฝึกอบรมให้ความรู้ด้านการจัดการพิพิธภัณฑ์แก่ผู้ดูแลจัดการพิพิธภัณฑ์ โดยการเชิญผู้มีความรู้ด้านการบริหารจัดการพิพิธภัณฑ์มาให้ความรู้ หรือพาไปศึกษาดูงานพิพิธภัณฑ์ที่ประสบความสำเร็จ เพื่อเสริมสร้างศักยภาพผู้ดููแลจัดการพิพิธภัณฑ์ให้สามารถปฏิบัติงานด้านพิพิธภัณฑ์ได้ นอกจากนี้ควรมีการจัดหารายได้ให้พิพิธภัณฑ์เพื่อนำมาใช้ในการบริหารจัดการ เช่น การจัดทาของที่ระลึกจำหน่าย เทศกาลอาหารประจำถิ่น การจัดการท่องเที่ยวตามประเพณี การจัดเส้นทางท่องเที่ยวทางธรรมชาติ เป็นต้น 2) การวิเคราะห์การมีส่วนร่วมของชุมชนต่อพิพิธภัณฑ์ มีค่อนข้างน้อยในทุก ๆ ด้าน สมาชิกในชุมชนส่วนใหญ่ไม่ได้เข้ามามีส่วนร่วมในพิพิธภัณฑ์เฮินไตลื้อ เนื่องจากไม่เข้าใจและไม่เห็นความสำคัญในการเข้ามามีส่วนร่วมในการบริหารจัดการและดำเนินงานพิพิธภัณฑ์ ส่งผลให้พิพิธภัณฑ์เฮินไตลื้อในปัจจุบันไม่สามารถขับเคลื่อนไปได้ ข้อเสนอแนะในการวิจัย ได้แก่ ชุมชนควรผลักดันให้เยาวชนเข้ามามีบทบาทในพิพิธภัณฑ์ และนำ ผลการวิจัยที่ได้ในครั้งนี้ไปประยุกต์ใช้เป็นแนวทางในการนำไปพัฒนาและขับเคลื่อนพิพิธภัณฑ์เฮินไตลื้อในอนาคต ข้อเสนอแนะที่ได้จากการดำเนินการวิจัย ได้แก่ ควรคัดเลือกกลุ่มตัวอย่างให้หลากหลายช่วงวัย และคัดเลือกเยาวชนที่มีอายุตั้งแต่ 15-18 ปี เพื่อให้ได้ข้อมูลที่ครบถ้วน มุมมองที่แตกต่าง และความคิดเห็นที่หลากหลาย

The objectives of this research were to study the establishment and operation of Huean Tai Lue Museum in Ngob sub-distrtct, Thung Chang district, Nan province, and examine the community's engagement with the museum. As a qualitative research, data were collected from 35 individuals who were self-identified with Tai Lue ethnicity. Coming from six different villages in Ngob sub-district, the sample groups were divided into four roles consisting of 1) seven community leaders, 2) twenty community members, 3) ten community leaders involved with the museum, and 4) fifteen community leaders involved in cultural activities. Ten individuals were active in all four roles. Interviews, small group meetings, and observations were used in this study. The collected data were treated using the SWOT Analysis and TOWS Matrix. The results revealed that 1) The Huean Tai Lue Museum was established to feature the community's cultural identities. These include, but are not limited to, the community's history, culture, tradition, performances, and local knowledge. Using storytelling to emphasize the various aspects of the Tai Lue people, the museum was divided into multiple zones, each showcasing one specific theme along with display items. Other related educational activities like rotational as well as mobile exhibitions were also present. A board of committee was set up to ensure community participation. According to the committee agreement, at least a member from each of the six villages is to be included in the museum administration, whereas the youths were both museum guides and janitors. Those in charge of administration would also receive trainings from specialists in museum management and visit another successful community museum, which provided them a sense of agency and ownership. To maintain the financial flow, fundraising opportunities through events like selling souvenirs, hosting a local food fest ival, seasonal tourism, and promoting natural routes should be organized more often. 2) Regarding the community engagement with the museum, it was found to be low in every aspect. Community members did not play a sufficient role in the Huean Tai Lue museum because they lacked the awareness of the significance of museum administration. This resulted in the stagnation of the museum's progress. I suggest that the community should encourage the youth to be more involved with the museum's activity and apply these research findings for improving the museum operation in the future. In retrospect, the sample groups should have had more wide-ranging age groups that included, for example, teenagers of fifteen to eighteen years old for a more diverse perspective.
