แนวทางการพัฒนาตำรวจตรวจคนเข้าเมือง ท่าอากาศยานสุวรรณภูมิ

Abstract

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการพัฒนาตำรวจตรวจคนเข้าเมือง ท่าอากาศยานสุวรรณภูมิ และเพื่อกำหนดเป็นกิจกรรมในการพัฒนาตำรวจตรวจคนเข้าเมือง ท่าอากาศยานสุวรรณภูมิ โดยการวิจัยครั้งนี้ได้ใช้รูปแบบการวิจัยเชิงคุณภาพ (Qualitative Research) ซึ่งกลุ่มตัวอย่างที่ใช้ในการศึกษาวิจัยครั้งนี้ ผู้วิจัยเลือกวิธีการสนทนาเป็นรายบุคคลที่สืบต่อไปเรื่อย ๆ (Snowball Sampling Technique) และการเลือกกลุ่มตัวอย่างแบบเจาะจง (Purposive Sampling) เป็นการเลือกกลุ่มตัวอย่างโดยพิจารณาจากการตัดสินใจของผู้วิจัยเอง โดยผู้วิจัยได้แบ่งกลุ่มผู้เชี่ยวชาญที่มีหน้าที่เกี่ยวข้องโดยตรงในการปฏิบัติงานตำรวจตรวจคนเข้าเมือง ท่าอากาศยานสุวรรณภูมิ รวมจำนวน 20 คน ส่วนวิธีการเก็บรวบรวมข้อมูลเชิงคุณภาพใช้การสัมภาษณ์แบบเจาะลึก (In-depth Interview) พร้อมทั้งจดบันทึก ใช้เครื่องบันทึกเสียง และบันทึกภาพ ทั้งนี้โดยได้รับอนุญาตจากผู้ให้ข้อมูลที่สำคัญ และในขณะทำการสัมภาษณ์ผู้วิจัยใช้เทคนิค Cumulative Summarize ในการสรุปประเด็นให้ผู้เชี่ยวชาญฟังเป็นระยะ ๆ เพื่อเป็นการทบทวนและให้ผู้ให้ข้อมูลที่สำคัญทราบ ซึ่งผลการศึกษาพบว่าการจะพัฒนาบุคลากรตำรวจตรวจคนเข้าเมือง ท่าอากาศยานสุวรรณภูมิ ควรมีการคำนึงถึงสิทธิเสรีภาพพื้นฐานของความเป็นมนุษย์ ควรจัดให้มีการฝึกอบรม ให้ความรู้เกี่ยวกับหนังสือเดินทางหรือกระบวนการผลิตหนังสือเดินทางและหนังสือเดินทางปลอม การให้ข้อมูลการกระทำผิดที่ทันสมัย รวมไปถึงการให้ความรู้หรือประสบการณ์ในการสังเกตผู้โดยสาร โดยความพึงพอใจคือสิ่งสำคัญในการสร้างแรงจูงใจให้แก่เจ้าหน้าที่ และต้องมีการกระตุ้นให้บุคลากรเห็นความสำคัญในการเรียนรู้เกี่ยวกับการปฏิบัติงาน เช่น กฎหมาย ระเบียบ เทคโนโลยีต่าง ๆ รวมถึงการเตรียมความพร้อมสำหรับการเปลี่ยนแปลงในเรื่องอาชญากรรมรูปแบบใหม่ ๆ และเทคโนโลยีใหม่ ๆ ซึ่งจะต้องอาศัยเทคโนโลยีควบคู่กับประสบการณ์ในการทำงาน โดยปัญหาของตำรวจตรวจคนเข้าเมืองคือต้องรู้จักยอมรับและปรับตัวกับการเปลี่ยนแปลง และต้องทำให้ประชาชนเชื่อมั่นและอำนวยความยุติธรรม สำหรับแนวทางการกำหนดกิจกรรมในการพัฒนาตำรวจตรวจคนเข้าเมือง ท่าอากาศยานสุวรรณภูมิ ประกอบด้วย กิจกรรมเสริมสร้างความสัมพันธ์ในองค์กรระหว่างผู้บังคับบัญชากับผู้ใต้บังคับบัญชา การฝึกอบรมทักษะทางด้านวิชาการทางด้านอาชญวิทยา ภาษาต่างประเทศ การตรวจสอบหนังสือเดินทาง และกิจกรรมการพัฒนาองค์ความรู้ในสายงานขาเข้า งานขาออก งานตรวจลงตรา และงานธุรการ เพื่อพัฒนาศักยภาพตำรวจตรวจคนเข้าเมือง ท่าอากาศยานสุวรรณภูมิอย่างเชี่ยวชาญ

The objective of this research was to study the development approach for immigration police officers at Suvarnabhumi Airport. This research utilized a qualitative research design, where the informants were selected via the Snowball Sampling Technique based on the researcher’s consideration, dividing a total of 20 experts who have direct responsibilities in immigration police operations. The qualitative data collection method was implemented via survey questionnaires and in-depth interviews, including note-taking as well as video and audio recordings with permission granted from the informants. The researcher also applied the cumulative summary technique while interviewing to periodically conclude points for the experts to review. The study revealed that to develop immigration police officers at Suvarnabhumi Airport, there should be a focus on fundamental human rights and freedom, training to distinguish counterfeit passports, understanding the production process of illegal passports, and providing up-to-date crime data, including knowledge and experience in passenger observation. Satisfaction is vital to motivate officers and encourage personnel to gain knowledge related to their organization, such as regulations, disciplines, and advanced technologies, as well as preparation for changing crime patterns, which must rely on both technology and work experience. A significant problem identified is the resistance to change, often where the old generation of authorities still rules the system; therefore, immigration police officers must work to make people trust in national security. Furthermore, professional development activities for immigration police officers at Suvarnabhumi Airport should strengthen relationships within the organization between commanders and followers, including academic training in criminology, foreign languages, and passport checking, as well as knowledge training regarding arrival, departure, patrolling, and administrative work to proficiently improve the potential of immigration police officers at Suvarnabhumi Airport.
