อนาคตภาพการฟื้นฟูสมรรถภาพผู้ติดยาเสพติดในระบบบังคับบำบัดโดยวัด (วิถีพุทธ) ในทศวรรษหน้า (พ.ศ. 2559 - 2569)

Abstract

การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาอนาคตภาพการแก้ไขฟื้นฟูสมรรถภาพผู้ติดยาเสพติดในระบบบังคับบำบัดโดยวัด (วิถีพุทธ) ของกรมคุมประพฤติ กระทรวงยุติธรรมในอนาคตอีก 10 ปีข้างหน้า (พ.ศ. 2559-2569) การดำเนินการวิจัย ใช้ระเบียบวิธีวิจัยเชิงอนาคต หรือ EDER ประชากรกลุ่มตัวอย่างเป็นผู้เชี่ยวชาญที่เกี่ยวข้องในการดำเนินโครงการ จำนวน 25 คน นำข้อมูลมาวิเคราะห์ หาค่าร้อยละ ค่ามัธยฐาน (Median) และค่าพิสัยระหว่างควอไทล์ (Interquartile Rang) ผลการวิจัยสรุปได้ดังนี้ 1) ด้านอนาคตภาพการแก้ไขฟื้นฟูสมรรถภาพผู้ติดยาเสพติดในระบบบังคับบำบัดโดยวัด (วิถีพุทธ) พบว่า ผู้เชี่ยวชาญส่วนใหญ่เห็นว่า อนาคตภาพที่เป็นไปได้ระดับมากที่สุด ได้แก่ ด้านศาสนบำบัด ด้านการจัดกิจกรรมกลุ่มร่วม ด้านการมีส่วนร่วมของประชาชนและครอบครัว และด้านการให้ความรู้ด้านยาเสพติดและการป้องกันการเสพซ้ำ ระดับมาก ได้แก่ ด้านการมีส่วนร่วมหน่วยงานอื่นๆ ด้านเวชบำบัดและด้านการบำเพ็ญประโยชน์สาธารณะ 2) ด้านระดับความคิดเห็นอนาคตภาพที่เป็นไปได้ระดับมากที่สุดได้แก่ การบำบัดในทศวรรษหน้าต้องมีการบำบัดด้านจิตใจประกอบการบำบัดทางร่างกายประกอบด้วย โดยคำสอนพุทธศาสนาสามารถปรับใช้ได้ การกำหนดนโยบายที่ชัดเจนและต่อเนื่อง การจัดกิจกรรมเสริมระหว่างการดำเนินการบำบัด การมีส่วนร่วมของประชาชนในพื้นที่ การบูรณาการการดำเนินการกับครอบครัวผู้เข้าบำบัด 3) ด้านระดับความคิดเห็นอนาคตภาพที่เป็นไปได้ระดับมากได้แก่ ด้านการผลิตสมุนไพรเพื่อเวชบำบัด การบำเพ็ญสาธารณะประโยชน์ การเข้าร่วมในกิจกรรมชุมชน 4) ข้อเสนอแนะจากการวิจัย คือ การกำหนดนโยบายและตั้งสำนักงานที่รับผิดชอบโดยตรง ประสานการดำเนินโครงการกับหน่วยงานอื่นๆ จัดสรรงบประมาณและเพิ่มจำนวนบุคลากร ส่งเสริมและพัฒนาวัดที่เหมาะสมกับการดำเนินการ สื่อสารกับชุมชนให้เข้าใจ ยอมรับและมีส่วนร่วมในกิจกรรม จัดการเรียนการสอนวิชาชีพประกอบ ประชาสัมพันธ์การดำเนินการ ให้ประชาชนเข้ามีส่วนร่วมและมีการสร้างเครือข่าย การศึกษาเปรียบเทียบ การจัดทำแผนที่การดำเนินการและวิจัยเชิงคุณภาพ

The objectives of this research was to study the scenario of Buddhist perspective on drug addict and mandatory rehabilitation project in the next decade (B.E.2559-2569). EFR (Ethnographic future research) was a method used to conduct this research. Twenty five experts were involved in the project as the samples of the study. Data were analyzed by Median and Interquartile range. The results revealed that most experts identified that the future picture of the possible at the highest levels included religious healing, group therapy events, involvement and participation in family and public service, and promoting drug addiction prevention. The subordinate as high level included participating in concerned agencies, medical treatment using local herbs, and community participation as the key partner. Moreover, within the highest level, it was found that treatment in the next decade must have to be both mental therapy through Buddhist teachings, as well as physical therapy, including determining a clear policy and continuous activities, supplementary activities during treatment, public participation in the local area including integrated operation in family therapy. In addition, the production of local herbs for medical treatment of the drug addicts and participating in community activities for public benefits were also the scenarios at the highest level. The research suggested to formulate policies and set up an office directly responsible for coordinating with other agencies, budgeting and assigning personnel to promote and develop appropriate measurements, communicate with local communities to help them understand and accept the process including career development within the rehabilitation process and creating network. A comparative study on the project operations and qualitative research must be done in the future.
