การมีส่วนร่วมของประชาชนในการป้องกันปัญหาอาชญากรรม : กรณีศึกษาชุมชนเมืองเอกรังสิต

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการมีส่วนร่วมของประชาชนในการป้องกันปัญหาอาชญากรรม กรณีศึกษา ชุมชนเมืองเอกรังสิต โดยการวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างที่ผู้วิจัยใช้สำหรับเป็นแหล่งข้อมูลในการศึกษา ได้แก่ ประชาชนที่อาศัยอยู่ในชุมชนเมืองเอกรังสิตและประชาชนที่ปฏิบัติหน้าที่อยู่ในชุมชนเมืองเอกรังสิต รวมไปถึงเจ้าพนักงานตำรวจ สถานีตำรวจภูธรปากคลองรังสิต เจ้าหน้าที่เทศบาลตำบลหลักหก (ชุมชนเมืองเอกรังสิต) ผู้นำชุมชน กำนัน ผู้ใหญ่บ้าน อาสาสมัครชุมชน อาสาสมัครตำรวจมหาวิทยาลัย ครู อาจารย์ และพระสงฆ์ที่อาศัยอยู่ในชุมชนเมืองเอกรังสิต จำนวน 16 คน โดยผู้ให้สัมภาษณ์จะเป็นผู้ที่มีส่วนร่วมในการป้องกันอาชญากรรมของชุมชนเมืองเอกรังสิต ผลการศึกษาพบว่าการมีส่วนร่วมของประชาชนในการป้องกันปัญหาอาชญากรรม กรณีศึกษา ชุมชนเมืองเอกรังสิต โดยตำรวจชุมชนสถานีตำรวจภูธรปากคลองรังสิต เน้นรูปแบบการมีส่วนร่วมโดยการให้ประชาชนเข้ามามีส่วนเกี่ยวข้องในการดำเนินงาน โดยเน้นการมีส่วนร่วมของประชาชนเป็นหลัก เช่น การแลกเปลี่ยนข้อมูลข่าวสาร ร่วมปรึกษาหารือ การรับฟังความคิดเห็น และร่วมตัดสินใจ ข้อเสนอแนะที่ได้จากการวิจัยคือควรมีการสร้างแรงจูงใจให้ประชาชนได้ตระหนักถึงความปลอดภัยทางด้านอาชญากรรม และส่งเสริมให้ประชาชนเข้ามามีส่วนร่วมในการป้องกันปัญหาอาชญากรรมในชุมชนเพิ่มมากขึ้น และควรมีการสรุปผลการดำเนินงานในการป้องกันปัญหาอาชญากรรมในชุมชนอย่างสม่ำเสมอทุก 6 เดือน เพื่อเป็นการติดตามผลและการพัฒนาเพื่อความยั่งยืนของการมีส่วนร่วมของประชาชนในการป้องกันปัญหาอาชญากรรมในชุมชนต่อไป

The objective of this research is to study the participation in crime prevention by localists from a case study in the Muang-Ake Rangsit Community. Qualitative research methodology is utilized, and the 16 target samplings of this research are the localists who live and work in Muang-Ake Rangsit. This includes police officers at Pak Khlong Rangsit Police Station, local staff at Lak Hok Municipality which is governed by Muang-Ake Rangsit, localists’ leaders, sub-district headmen, village headmen, volunteers from communities, and volunteers who are police officers working in the university, as well as lecturers, teachers, and monks living in the Muang-Ake Rangsit Community. Interviewees from the research have a part in participating in the crime prevention of the Muang-Ake Rangsit Community. The research shows that the method which the police officers at Pak Khlong Rangsit Police Station selected is mutual participation by localists, such as exchanging information, consulting one another, listening to the opinions of others, and making decisions. Moreover, there are recommendations found. There should be incentives for safety awareness, encouragement to increase participation, and a summary of the action on a semi-annual basis to follow up and increase the sustainability of the participation in crime prevention of the community.
