ประชารัฐกับบทบาทการมีส่วนร่วมในนโยบายเกษตรแปลงใหญ่เพื่อการพัฒนาที่ยั่งยืน

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) การมีส่วนร่วมตามแนวทางประชารัฐในนโยบายเกษตรแปลงใหญ่เพื่อการพัฒนาที่ยั่งยืน 2) ปัญหาและอุปสรรคในการมีส่วนร่วมตามแนวทางประชารัฐในนโยบายเกษตรแปลงใหญ่เพื่อการพัฒนาที่ยั่งยืน และ 3) แนวทางการพัฒนาการมีส่วนร่วมตามแนวทางประชารัฐในนโยบายเกษตรแปลงใหญ่เพื่อการพัฒนาที่ยั่งยืน ในพื้นที่แปลงใหญ่ประชารัฐเกษตรสมัยใหม่ (ข้าว) ตำบลเดิมบาง อำเภอเดิมบางนางบวช จังหวัดสุพรรณบุรี โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพจากการสัมภาษณ์เชิงลึกและการสนทนากลุ่มจากผู้แทนหน่วยงานภาครัฐภาคเอกชนและเกษตรจำนวนทั้งสิ้น 17 ท่าน และนำมาวิเคราะห์เชิงเนื้อหา (Content Analysis) ผลการวิจัยพบว่า การมีส่วนร่วมในนโยบายเกษตรแปลงใหญ่ในพื้นที่ตามหลักแนวทางประชารัฐ ประกอบไปด้วย 4 ประเด็น คือ การมีส่วนร่วมในการตัดสินใจ การนำไปปฏิบัติการได้รับผลประโยชน์และการประเมินผลซึ่งถือเป็นส่วนสำคัญในการพัฒนาเพื่อให้เกิดความยั่งยืนในมิติด้านเศรษฐกิจ สังคมและสิ่งแวดล้อม ในขณะที่ปัญหาและอุปสรรคที่พบอาทิ ด้านการบริหารจัดการข้อมูล ด้านงบประมาณและด้านความรู้ ความเข้าใจ ทั้งนี้แนวทางในการพัฒนาควรเริ่มต้นจากการวิเคราะห์บริบทชุมชน สร้างการแลกเปลี่ยนความรู้ สร้างความคุ้นชิน สร้างกระบวนการมีส่วนร่วมและการปรับเปลี่ยนบทบาทของภาคส่วนต่าง ๆ เป็นต้น

The objectives of this research are 1) to study participation of the civil state in the large-scale farming policy for sustainable development as in the guidelines, 2) to study problems and obstacles to participation of the civil state in the large-scale farming policy for sustainable development as in the guidelines, and 3) to develop guidelines, based on the existing guidelines, for participation of the civil state in the large-scale farming model area of the civil state common agricultural area (Rice), Doem Bang Nang Buat District, Suphanburi Province. This qualitative research collected data using in-depth interviews and group discussions with 17 representatives from government agencies, private and agricultural sectors, and data were analyzed using content analysis. The research results found that participation in the large-scale farming policy in the area according to the guidelines of the civil state consists of four issues: participation in decision, implementation, receiving benefits, and assessments. All issues are essential parts of development for sustainability in the economic dimension, society, and environment, while problems and obstacles encountered are related to information management, budget, and knowledge and understanding. The development of guidelines began with the analysis of the community context, creating knowledge exchange, creating familiarity, creating participatory processes, and changing roles of various sectors, etc.
