การสร้างและการใช้อำนาจทางการเงินภาคประชาชน : กรณีศึกษา ชุมชนวัดพระศรีอารย์ ตำบลบ้านเลือก อำเภอโพธาราม จังหวัดราชบุรี

Abstract

งานวิจัยครั้งนี้เป็นการศึกษาวิจัยเชิงคุณภาพเกี่ยวกับลักษณะการสร้างและการใช้อำนาจทาง การเงินภาคประชาชนผ่านกลุ่มการเงินชุมชนวัดพระศรีอารย์ จังหวัดราชบุรี วัตถุประสงค์เพื่อศึกษาวิเคราะห์การสร้าง และการใช้อำนาจทางการเงินของชุมชนวัดพระศรีอารย์โดยศึกษาข้อมูลจากเอกสารและเก็บข้อมูลภาคสนาม ระหว่างเดือนมกราคม-ธันวาคม 2555 ผลการศึกษาลักษณะการสร้างอำนาจทางการเงินภาคประชาชนในพื้นที่ศึกษาพบว่า การสร้างอำนาจ ทางการเงินเกิดจากความพยายามของกลุ่มผู้นำชุมชนในการแสวงหาแนวทางแก้ปัญหาหนี้สิน การขายที่ดินให้ นายทุนที่เกิดขึ้นสืบเนื่องมาจากอำนาจทางการเงิน และได้พัฒนามาจนกระทั่งสามารถใช้แก้ปัญหาดังกล่าวให้ ทุเลาเบาบางลงได้บ้าง ซึ่งได้อาศัยบารมีธรรม และความศรัทธาที่มีต่อพระครูวิทิตพัฒนโสภณ เจ้าอาวาสวัด พระศรีอารย์ และวัฒนธรรมชุมชน โดยได้ศึกษาดูงานกลุ่มสัจจะสะสมทรัพย์ฯ ของพระสุบิน ปณีโต จังหวัดตราด มาใช้ในการดำเนินงานและได้บริหารจัดการควบคู่ไปพร้อมกับกองทุนหมู่บ้าน เมื่อเกิดความเข็มแข็งของกลุ่มจึง ได้พัฒนาจัดตั้งเป็ นสถาบันการเงินฯ กองทุนสวัสดิการฯ และกองบุญสวัสดิการฯ เป็ นพลังขับเคลื่อนการ ดำเนินงานกลุ่มทางการเงินจนกระทั่งประสบความสำเร็จ ในส่วนของการใช้อำนาจทางการเงินภาคประชาชนพบว่า ชุมชนได้ใช้อำนาจโดยการตั้งกฏเกณฑ์ ระเบียบปฏิบัติ บนรากฐานวัฒนธรรมชุมชน โดยอาศัยเทคนิคในการบริหารจัดการเพื่อความโปร่งใส ตรวจสอบ ได้ ใช้หลักคุณธรรม จริยธรรม และธรรมาภิบาลเป็นอัตลักษณ์ของกลุ่มที่สร้างขึ้น โดยมิได้อาศัยกฎเกณฑ์ของ ภาครัฐ และหากภาครัฐได้กระจายอำนาจทางการเงินสู่ภาคประชาชน และจัดให้มีระเบียบ ข้อบังคับเพื่อสร้าง ระบบ กลไกและโครงสร้างการดำเนินงานทางการเงินภาคประชาชนอย่างชัดเจนแล้ว จะทำให้ชุมชนยิ่งเพิ่ม ความสามารถในการใช้อำนาจทางการเงินภาคประชาชนเพื่อแก้ปัญหาต่าง ๆ ได้อย่างมีประสิทธิภาพ

This qualitative research aims to explore the building and exercising of the financial power of Phra-Sri-AriyaTemple financial community. Studies were performed through field research during the period from January to December, 2012. The research results revealed that the building of local people's financial power was influenced by the efforts of the community leaders in an effort to solve debt and land selling problems. The problems, however, were mitigated by the charisma of and faith towards the Venerable Phrakru Withitphattanasoph abbot of the Phra-Sri-Ariya Temple, the cultural center of the community. The fieldwork focused on the local community financial group established by Phra Subin Paneeto from Trat province as a basis for the implementation and management of the village funds. Eventually, the financial group became stronger so that it was able to set up a financial institute, welfare fund, and virtue fund, which were the main driving forces of the functionality of the community's financial group. With regard to the exercising of financial power by the people, the results suggest that the community exercised power by setting up rules and measures based on the community culture through the good governance that was transparent, accountable, ethical, and moral, which represented the identity of the community. It was also found that if the government sector could distribute the financial administrative power to the community and provide the communities with regulations to establish a clear organization of financial structure, so that the communities would be able to exercise its own financial power for effectively solving problems.
