The human capital development model to enhance the Thai citizen in community to be an active citizenship

Abstract

This research revolves around the notion that enhancing the awareness of citizenship is central to the country's reform. The research aims to present the model of human capital development for strengthening citizenship awareness in communities in Thailand. It employs qualitative research method such as documentary research and field research by using in-depth interview, focus group discussion and participatory observation as well as using Delphi research techniques to confirm patterns in human capital development for strengthening citizenship awareness in the community. The research found that the important elements of citizenship include the dimension of identity and knowledge. It also suggested that the major human capital development processes are exemplified by knowledge learning, knowledge management and best practices. Factors and conditions include participation of community members, role of leaders/core members in the community including support from non-government organizations and networks. These are important factors in enhancing citizenship awareness in the community. The research's merits can help develop a model or a new conceptual framework for improving government administration and reform processes to foster an awareness of the role of the public sector. The achievement involves creating an awareness of strengthening citizenship and developing ideas and policies on human resource development for building democratic foundations in Thai society.

งานวิจัยนี้ตั้งอยู่บนพื้นฐานความคิดที่ว่า การเสริมสร้างความเป็นพลเมืองที่ตื่นตัวนั้น เป็นหัวใจสำคัญสำหรับการปฏิรูปประเทศ โดยงานวิจัยมีวัตถุประสงค์เพื่อนำเสนอรูปแบบของการพัฒนาทุนมนุษย์เพื่อการเสริมสร้างความเป็นพลเมืองที่ตื่นตัวในชุมชนในประเทศไทย โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ได้แก่ การศึกษาจากข้อมูลเอกสาร (documentary research) และศึกษาจากข้อมูลภาคสนาม (field research) โดยวิธีการสัมภาษณ์แบบเจาะลึก (in-depth interview) การสนทนากลุ่ม (Focus Group Discussion) และการสังเกตการณ์อย่างมีส่วนร่วม (Participatory observation) พร้อมทั้งใช้เทคนิคการวิจัยแบบเดลฟายในการยืนยันรูปแบบในการพัฒนาทุนมนุษย์เพื่อการเสริมสร้างความเป็นพลเมืองที่ตื่นตัวในชุมชน โดยผลการวิจัยพบองค์ประกอบของความเป็นพลเมืองที่ตื่นตัวที่สำคัญ ได้แก่ มิติด้านตัวตน และ ความรู้ความสามารถ และพบกระบวนการพัฒนาทุนมนุษย์ที่สำคัญ ได้แก่ การเรียนรู้จากการปฏิบัติ (Action Learning), การจัดการความรู้ (Knowledge Management) และ Best Practices เป็นต้น โดยมีปัจจัยและเงื่อนไขสำคัญในการรวมตัว การมีส่วนร่วมของคนในชุมชน บทบาทของผู้นำ/แกนนำในชุมชน รวมถึงการสนับสนุนจากองค์กรและเครือข่ายที่มิใช่รัฐ เป็นปัจจัยสำคัญในการเสริมสร้างความเป็นพลเมืองที่ตื่นตัวในชุมชน โดยประโยชน์ของงานวิจัยนี้สามารถนำไปใช้ในการพัฒนารูปแบบ (model) หรือ กรอบแนวคิดใหม่ๆในการปรับปรุงกระบวนการบริหารและปฏิรูปภาครัฐ เพื่อการตระหนักถึงบทบาทของภาคประชาชน โดยการสร้างสำนึกแห่งการเสริมสร้างความเป็นพลเมืองที่ตื่นตัวและพัฒนาแนวคิดรวมถึงนโยบายด้านการพัฒนาทรัพยากรบุคคลเพื่อการเสริมสร้างประชาธิปไตยที่ฐานรากในสังคมไทยได้
