งานวิจัยในครั้งนี้เป็นงานวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาสภาพการจัดการเรียนรู้ดนตรีของโรงเรียนในกลุ่มเครือข่ายที่ 4 สังกัดสานักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรีเขต 1 และเพื่อเสนอแนะแนวทางการจัดการเรียนรู้ดนตรีบนฐานชุมชนของกลุ่มเครือข่ายที่ 4 สังกัดสานักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรีเขต 1 โดยใช้วิธีการสัมภาษณ์และการสังเกตแบบไม่มีส่วนร่วม กลุ่มบุคคลผู้ให้ข้อมูล ได้แก่ ครูผู้สอนวิชาดนตรี 7 คน ผู้บริหารสถานศึกษา 7 คน นายกเทศบาลตาบล 2 คน ผู้ใหญ่บ้าน 7 คน ปราชญ์ชาวบ้าน 3 คน และเจ้าอาวาส 4 รูป รวมทั้งสิ้น 30 ท่าน ผลการศึกษา พบว่า สภาพทั่วไปของโรงเรียนในกลุ่มเครือข่ายที่ 4 เป็นโรงเรียนขนาดเล็ก งบประมาณที่ทางโรงเรียนได้รับไม่เพียงพอต่อการจัดการเรียนการสอน เครื่องดนตรีที่มีเสื่อมสภาพ ห้องที่ใช้สาหรับเรียนวิชาดนตรีไม่มีความเหมาะสม ครูผู้สอนวิชาดนตรีในโรงเรียนกลุ่มเครือข่าย (87.50 %) ไม่ได้จบวุฒิการศึกษาทางด้านดนตรี จัดการเรียนการสอนวิชาดนตรีโดยให้นักเรียนดูผ่านสถานีวิทยุโทรทัศน์การศึกษาทางไกลผ่านดาวเทียมจากโรงเรียนวังไกลกังวล จากการลงพื้นที่ในกลุ่มเครือข่ายที่ 4 พบว่า บริเวณชุมชนกลุ่มเครือข่ายที่ 4 มีปราชญ์หลายท่านที่มีความรู้ความสามารถด้านดนตรี ยินดีเข้ามาถ่ายทอดความรู้ให้กับนักเรียน และเห็นถึงศักยภาพของชุมชนที่ต้องการมีส่วนร่วมในการจัดการศึกษาร่วมกับทางโรงเรียน จึงได้เสนอแนะแนวทางการจัดการเรียนรู้ดนตรีบนฐานชุมชนของกลุ่มเครือข่ายที่ 4 ไว้ 3 รูปแบบ ได้แก่ 1.การเรียนรู้จากปราชญ์ 2.การเรียนรู้ร่วมกัน และ 3.การร่วมกิจกรรมตามประเพณี ซึ่งแนวทางการจัดการเรียนรู้ดนตรีบนฐานชุมชนทั้ง 3 รูปแบบนี้ จะก่อให้เกิดความสัมพันธ์ที่ดีขึ้นต่อการมีส่วนร่วมในการจัดการศึกษาระหว่างระหว่างโรงเรียนและโรงเรียน ระหว่างโรงเรียนและชุมชน ทาให้เกิดเป็นเอกลักษณ์ที่โดดเด่นของกลุ่มเครือข่ายและของชุมชน
The purpose of this qualitative research was to study the conditions of school learning management of music in the 4th network group, and develop guidelines for learning management of music based on the community in the 4th network group area under the office of Phetchaburi primary educational service area 1. Data were collected using interviews and non-participant observation, and the sample included 7 music teachers, 7 school administrators, 2 chief executives of subdistrict municipality, 7 headmen, 3 local philosophers and 4 abbots giving a total of 30 people. The results show that schools in the study area are small schools, the budgets are not enough for teaching and learning, instruments are deteriorated, the rooms used for studying music are not appropriate. Most music teachers in the 4th network group (87.50%) did not finish music education, and manage music instruction by providing distance education via satellite from Wang Klai Kangwon School. It was also discovered from the survey that the study area has many sages who have knowledge and ability in music, and are pleased and willing to transfer music knowledge to students and to participate in educational management with the school. The study proposes 3 guidelines for management of community-based music learning in the 4th network group area, 1. learning from local philosophers, 2. mutual learning and 3. participation in traditional activities. The 3 proposed guidelines will create better relationship in educational management between schools and between schools and communities, resulting in a unique identity of a network group of schools and communities.
