Management of invasive alien species - water hyacinth : an alternative for corporate social responsibility activities of factories

Abstract

This research focused on factors related to participation, interest and possibility of industrial factories in water hyacinth management, an alternative activity for corporate social responsibility (CSR). The target groups were the managers and representatives of staffs of large and medium factories, the chiefs of subdistrict administration organizations, and community leaders in the area adjacent to the Tha Chin River. The research tools included questionnaire and interview forms for factory managers, employee representatives, community leaders and representatives of the local organizations. Descriptive statistics and chi-square were used to analyze the correlation between the variables. The results showed that internal factors significantly related to participation of industrial factories in water hyacinth management were the factory policy, work plans and projects for CSR activities. At present, 21.1 % of industrial factories in the central Tha Chin River Basin are involved in the management of water hyacinth as CSR activities. Most of the industrial factories (57.9%) were interested in CSR activities for water hyacinth management at a medium to high level. All the factories in this study did not have interest in designing new activities for water hyacinth management. The most interesting activities for factories were using water hyacinth for fuel production, bio-fertilizing and bioextracts. Managers and employee representatives believed that factories were not causing the water hyacinth problem but factories should participate in water hyacinth management. Community leaders and local government representatives had an opinion that it was not the direct responsibility of factories to manage water hyacinth but the main responsibility of the government. However, factories are parts of the communities, so factories should be involved and help in solving problems of the communities. Communities are very pleased if all sectors including the private sector, are involved in solving water hyacinth problem in the communities. This research recommends that awareness and understanding of water hyacinth problems should be raised among all sectors. Factories should set up policies, plans, and projects to include water hyacinth management in their corporate social responsibility (CSR) activities. Water hyacinth should be managed by the government, the private and public sector from every sub-district along the Tha Chin river because it is a national agenda.

งานวิจัยนี้ศึกษาปัจจัยที่สัมพันธ์กับการมีส่วนร่วม ความสนใจ และความเป็นไปได้ของโรงงานอุตสาหกรรมในการจัดการผักตบชวา โดยดำเนินกิจกรรมความรับผิดชอบต่อสังคม (CSR) กลุ่มเป้าหมาย ในงานวิจัย คือ ผู้บริหารและตัวแทนพนักงานโรงงานอุตสาหกรรมขนาดใหญ่และขนาดกลาง นายกองค์การบริหารส่วนตำบล และผู้นำชุมชนในตำบลที่มีพื้นที่ติดกับแม่น้ำท่าจีนตอนกลาง เครื่องมือการวิจัยประกอบด้วย แบบสอบถามผู้บริหารโรงงานอุตสาหกรรม แบบสัมภาษณ์ตัวแทนพนักงานโรงงานอุตสาหกรรม ผู้นำชุมชน และผู้แทนหน่วยงานท้องถิ่น วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา (descriptive statistics) และวิเคราะห์ความสัมพันธ์ของตัวแปรโดยใช้ไคสแควร์ (chi - square) แบบ Exact Test ผลการศึกษาพบว่าปัจจัยที่มีความสัมพันธ์กับการมีส่วนร่วมของโรงงานอุตสาหกรรมในการจัดการผักตบชวา โดยดำเนินกิจกรรมความรับผิดชอบต่อสังคม (CSR) อย่างมีนัยสำคัญทางสถิติ คือ นโยบาย แผนงาน และโครงการในการดำเนินกิจกรรมความรับผิดชอบต่อสังคม (CSR) ด้านการจัดการผักตบชวา ปัจจุบันโรงงานอุตสาหกรรมในลุ่มน้ำท่าจีนตอนกลาง ร้อยละ 21.1 มีส่วนร่วมในการจัดการผักตบชวาชนิดพันธุ์ต่างถิ่นที่รุกรานโดยดำเนินกิจกรรมความรับผิดชอบต่อสังคม (CSR) โรงงานอุตสาหกรรมส่วนใหญ่ ร้อยละ 57.9 มีความสนใจในการดำเนินกิจกรรมความรับผิดชอบต่อสังคม ด้านการจัดการผักตบชวาอยู่ในระดับมากถึงปานกลาง โรงงานอุตสาหกรรมทั้งหมดที่ศึกษา ไม่มีความสนใจในการออกแบบกิจกรรมการจัดการผักตบชวาใหม่ ๆ กิจกรรมที่โรงงานอุตสาหกรรมส่วนใหญ่ให้ความสนใจมากที่สุดคือกิจกรรมที่เป็นประโยชน์ต่อโรงงานอุตสาหกรรม เช่น การใช้ผักตบชวาทำปุ๋ยหมัก เชื้อเพลิง และน้ำ ชีวภาพ ผู้บริหารหรือผู้มีอำนาจตัดสินใจ รวมทั้งตัวแทนพนักงานโรงงานอุตสาหกรรมมีความเห็นว่าโรงงานอุตสาหกรรมไม่ใช่สาเหตุของปัญหาการแพร่ระบาดของผักตบชวาในแม่น้ำท่าจีน แต่โรงงานอุตสาหกรรมก็ควรมีส่วนร่วมในการดำเนินกิจกรรมความรับผิดชอบต่อสังคม (CSR) ด้านการจัดการผักตบชวา เพื่อช่วยเหลือชุมชน ผู้นำ ชุมชนและ ผู้แทนหน่วยงานท้องถิ่นมีความเห็นว่าการจัดการผักตบชวาไม่ใช่หน้าที่โดยตรงของโรงงานอุตสาหกรรมแต่เป็นความรับผิดชอบหลักของภาครัฐ แต่โรงงานอุตสาหกรรมก็ถือได้ว่าเป็นส่วนหนึ่งของชุมชนจึงควรมีส่วนร่วมในการแก้ปัญหาของชุมชน ชุมชนมีความยินดีอย่างมากหากทุกภาคส่วนรวมทั้งภาคเอกชนเข้ามามีส่วนร่วมและสนับสนุน ข้อเสนอแนะที่สำคัญจากงานวิจัย คือ ควรมีการส่งเสริมให้ความรู้ความเข้าใจต่อปัญหาการแพร่ระบาดของผักตบชวาและสร้างความตระหนักให้ทุกภาคส่วนเห็นถึงความสำคัญของปัญหา เพื่อให้ทุกภาคส่วนหาทางออกของปัญหาร่วมกัน ควรส่งเสริมสนับสนุนให้โรงงานอุตสาหกรรมกำหนดนโยบาย แผนงาน หรือโครงการในการดำเนินกิจกรรมความรับผิดชอบต่อสังคม (CSR) ด้านการจัดการผักตบชวา ปัญหาผักตบชวาเป็นวาระแห่งชาติ การจัดการแบบบูรณาการและมีส่วนร่วมของทุกภาคส่วนจึงเป็นสิ่งสำคัญ
