Abstract
This study aimed to assess the needs of leadership training and development program at BKKBN, through investigation on the current and expected situation or condition and at the end to propose a guideline for leadership training and development implementation. Leadership training and development (pendidikan dan pelatihan kepemimpinan, shorten Diklatpim) has become one of the most important training for Indonesia's Civil Servants (Pegawai Negeri Sipil, or PNS), not excluding civil servants of Indonesia's National Agency of Population and Family Planning (Badan Kependudukan dan Keluarga Berencana Nasional, abbreviated BKKBN). Quantitative and qualitative methods were used to collect data from the respondents. The data samples were collected from 146 alumni of Diklatpim (230 alumni from year 20015-2018), analyzed by descriptive statistics, and modified Priority Needs Index (PNImodified). Moreover, interviews were conducted with several officers and instructors. The study revealed that Innovation had the highest PNImodified score 0.144 (1st rank), Organizational Diagnosis had PNImodified score 0.136 (2nd rank), Effective Team had PNImodified score 0.119 (3rd rank), Self-Mastery agenda had PNImodified score 0.114 (4th rank), and Change Project had the lowest PNImodified score 0.092 (5th rank). As shown, Innovation agenda had the highest Priority Needs Index (PNImodified) score, while the Change Project had the lowest score. It is recommended that BKKBN should improve the quality of teaching and learning process in Innovation agenda. On the other hand, Change Project teaching and learning style can be adopted in other agendas or other BKKBN's trainings. Lastly, Grade A accreditation should be accomplished, and an online tracking system for Change Projects implementation should be developed for a better BKKBN's leadership training and development.
