    HEMPoC (hemp on chain) registration system project

    The Thai government has permitted citizens and entrepreneurs to possess hemp to increase the domestic economy and to develop medical knowledge in 2021. In addition, it provided an e-Submission service as a hemp license registry. However, the system faces three challenges: data integrity, counterfeit licenses, and corruption. Several European countries have started to address these vulnerabilities of registry and notarization systems with blockchain technology that serves trusted timestamping, immutable data, transparent transactions, and self-execution. This document proposes an alternative solution to enrich e-Submission's security by integrating with a private blockchain network. The prototype provides off-chain data integrity checking, unchangeable issue licenses, payment transactions tracking, and blockchain administrative configuration. Furthermore, a comparative analysis was carried out between the proposed solution and other techniques in terms of challenges, compatibility of legacy systems, and scalability. Finally, the system functionality was tested by twelve test scenarios and provided recommendations for production practice improvement. Implication of Thematic paper: This project intends to propose the significant benefits of an alternative registration solution with blockchain technology for the Thai government, such as the hemp registration. Accordingly, it can reduce complicated steps and operation time by increasing automation and audibility. In addition, the Thai government will gain reliability for citizens through transparent processes and digital licenses on-chain.
