Abstract
In Indonesia, terrorism is categorized as one of the extraordinary crimes, using the claim of fighting in the name of religion, as it has created various significant harms such as object destruction, human victims, physical trauma, political instability, and uncountable material loss. With those conditions, the government established counterterrorism and de-radicalization regulations. As the government started to condemn terrorism, the families of terrorism suspects and convicts experienced structural and socio-cultural discrimination in stigmatization, social exclusion, and economic difficulties. However, the government regulations and policies cannot capture these situations, eventually causing the government's absence and neglect to protect the families of terrorism suspects and convicts. Therefore, this research is the purpose of examining how the government in Indonesia is giving protection rights to the families of terrorism suspects and convicts in the context of Bomb Bali I and Bomb Bali II. This research is conducted as qualitative research that uses the narrative approach. The data and findings are based on the families' narratives and the government's performance in providing protection mechanisms to the families of terrorism suspects and convicts. Data were collected online via Zoom and WhatsApp calls through in- depth interviews as a research tool. This research shows that the families of terrorism suspects and convicts are still discriminated against in daily life. The government needs to develop many regulations and tools to protect the families of terrorism suspects and convicts. Admittedly, Indonesia still lags in reparation compared to the elements of prevention and prosecution. The government's role in the rehabilitation and reintegration of ex-convicts and their families is still considered less than optimal in principle. IMPLICATION OF THESIS. This research aims to understand the context of counterterrorism in Indonesia using the case of Bomb Bali, through what the families of terrorism convicts and suspects experienced after the bombings, and how well the government protects those families from affording everyday life before. Secondly, policymakers, scholars, researchers, and human rights policy advocacy practitioners can use this research to understand the extended implications of terrorism and help provide information for policy formulations regarding counterterrorism and deradicalization in Indonesia.
