Abstract
การศึกษาเรื่อง ความสัมพันธ์ของกระบวนการด้านการจัดการความรู้กับการเป็นองค์กรแห่งการเรียนรู้ เทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต มีจุดประสงค์ 1. เพื่อศึกษาระดับกระบวนการด้านการจัดการความรู้ของเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต ระยะ 3 ปี (ปีงบประมาณ พ.ศ. 2558-2560) 2. เพื่อศึกษาระดับการเป็นองค์กรแห่งการเรียนรู้ของเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต 3. เพื่อศึกษาความสัมพันธ์ระหว่างกระบวนการด้านการจัดการความรู้กับการเป็นองค์กรแห่งการเรียนรู้ของเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต 4. เพื่อเสนอแนะแนวทางการพัฒนาการจัดการความรู้กับการเป็นองค์กรแห่งการเรียนรู้ของเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต โดยเป็นงานวิจัยแบบผสานวิธี ทั้งแบบการวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ บุคลากรในเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต จำนวน 129 คน และคณะผู้บริหารคณะกรรมการจัดการความรู้ (KM Manager Team) คณะทำงานการจัดการความรู้ (KM Team) และหัวหน้าส่วนราชการหรือหัวหน้าสังกัดงานในเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต จำนวน 4 ท่าน เครื่องมือที่ใช้ในการวิจัย ได้แก่ ค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ยเลขคณิต (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson's Correlation Coeflient) ผลการวิจัยพบว่า 1) ระดับกระบวนการด้านการจัดการความรู้ของเทศบาลตำบลเชิงทะเลจังหวัดภูเก็ตระยะ 3 ปี (ปี งบประมาณ พ.ศ. 2558- พ.ศ. 2560) ในภาพรวมอยู่ในระดับมากที่สุด 2) ระดับการเป็นองค์กรแห่งการเรียนรู้ของเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต ในภาพรวมอยู่ในระดับมากที่สุด 3) ความสัมพันธ์ระหว่างกระบวนการด้านการจัดการความรู้กับการเป็นองค์กรแห่งการเรียนรู้ของเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต มีความสัมพันธ์ในระดับมาก ค่าสัมประสิทธิ์สหสัมพันธ์ (=.777**) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และ 4) ข้อเสนอและแนะแนวทางการพัฒนาการจัดการความรู้กับการเป็นองค์กรแห่งการเรียนรู้ของเทศบาลตำบลเชิงทะเล จังหวัดภูเก็ต คือ เพิ่มและพัฒนาเทคโนโลยีสารสนเทศในการจัดการความรู้ระหว่างคนในองค์กรและระหว่างองค์กรกับชุมชน เพื่อให้องค์กรและชุมชนเกิดการเข้าถึงซึ่งกันและกันสามารถแก้ไขปัญหาต่างๆ ได้อย่างรวดเร็วและมีประสิทธิภาพ
This research aimed to study : 1) the level of knowledge management process of Cherng-Talay Sub-district Municipality, Phuket ( The fiscal year for three in between 2015 to 2017) 2) the level of learning organization of Cherng-Talay Sub-district Municipality, Phuket. 3) the relationship between knowledge management process and learning organization of Cherng-Talay Sub-district Municipality, Phuket.and 4) to provided suggestion about the development of knowledge management and a learning organization of Cherng-Talay Sub-district Municipality, Phuket. This research is combined both quantitative research forms and qualitative research methods. Group samples that used in this research are personnel in Cherng-Talay Sub-district Municipality, Phuket, in totals one-hundred and twenty-nine people. Plus the board of directors, the KM manager team, the KM team and the head of the government agencies of Cherng-Talay Sub-district Municipality, Phuket, in totals four people. The tools used for this research were questionnaires and statistics used in data analysis were; Frequency, Percentage, Mean, Standard Deviation and Pearson's Correlation Coefficient. This study has found out that : 1) the level of knowledge management process of Cherng-Talay Sub-district Municipality, Phuket, the fiscal year for three, in between 2015 to 2017 overall is at the highest level.; 2) the level of learning organization of Cherng-Talay Sub-district Municipality, Phuket, overall is at the highest level.; 3) the relationship between knowledge management process and learning organization of Cherng-Talay Sub-district Municipality, Phuket, got a high level of relationship correlation coefficient (= .777 **) with statistical significance at 0.05 and 4) Recommendations and guidance onto the development of knowledge management and learning organization of Cherng-Talay Sub-district Municipality, Phuket, is to increase and develop information technology for knowledge management between people in the organization and the organizations and communities as well, which is also to allow organizations and communities to reach out for each other and solve various problems as quickly and efficiently
