วิทยานิพนธ์ฉบับนี้ศึกษาปฏิบัติการทางวาทกรรมที่เกิดขึ้นในชุมชนสามแพร่ง และวิเคราะห์ระบบ ความคิดในการให้ความหมายต่อพื้นที่ชุมชนสามแพร่งของสำนักงานทรัพย์สินส่วนพระมหากษัตริย์ในฐานะ เจ้าของกรรมสิทธ์ิที่ดินและอาคาร และคนในชุมชนสามแพร่งในฐานะผู้เช่า รวมทั้งนำเสนอแนวโน้มและกลวิธี ของการอยู่ร่วมกันอย่างยั่งยืนระหว่างเจ้าของกรรมสิทธ์ิและผู้เช่าในชุมชนสามแพร่งผ่านทุนทางวัฒนธรรม โดยใช้ ระเบียบวิธีวิจัยเชิงคุณภาพ (qualitative research) ทั้งนี้ได้เก็บรวบรวมข้อมูลจากเอกสาร การสัมภาษณ์ และการ สังเกตการณ์ และปฏิบัติตามกรอบจริยธรรมการวิจัยในคน รวมทั้งมีการตรวจสอบแบบสามเส้า ก่อนที่จะนำข้อมูล ไปวิเคราะห์ แล้วนำผลการวิจัยในรูปแบบของรายงานการวิจัย ผลการศึกษาพบว่า ในมุมมองของสำนักงานทรัพย์สินฯ ชุมชนสามแพร่งเป็นพื้นที่ที่มีมูลค่าต่อการ ลงทุนทางธุรกิจ, เป็นพื้นที่เสื่อมโทรมเป็นที่อยู่อาศัยของผู้มีรายได้ปานกลางถึงน้อยที่สมควรได้รับการพัฒนา คุณภาพชีวิต, เป็นพื้นที่ที่เป็นประโยชน์ต่อส่วนรวม, เป็นพื้นที่มรดกวัฒนธรรมควรค่าแก่การอนุรักษ์ และที่สำคัญ เป็นพื้นที่หน้าตาของกรุงเทพมหานครและประเทศ และเป็นพื้นที่สำหรับเทิดพระเกียรติ ส่วนคนในชุมชนสาม แพร่ง โดยการนำของประชาคมคลองคูเมืองเดิมสามแพร่ง และคณะกรรมการชุมชนแพร่งภูธรตามลำดับได้ให้ ความหมายแก่พื้นที่ชุมชนสามแพร่ง 2 ความหมายหลัก ได้แก่ เป็นพื้นที่ที่มีคุณค่า ความสำคัญ และความหมายทาง ประวัติศาสตร์ และเป็นพื้นที่ที่เป็นชุมชนน่าอยู่ ซึ่งจะเห็นได้ว่าทั้งสองฝ่ายต่างให้ความหมายพื้นที่ที่แตกต่างกัน แต่เมื่อพิจารณาแนวทางการทำงานการพัฒนาชุมชนและวัตถุประสงค์ของแต่ละฝ่ายจะเห็นถึงความคิดร่วมของสองฝ่าย ซึ่งสามารถนำไปสู่โมเดลของการพัฒนาชุมชนร่วมกัน งานชิ้นนี้จึงได้นำเสนอ "องค์ความรู้" หรือ "ข้อเสนอเชิงนโยบาย" ที่มีชื่อว่า "แพร่งโมเดล" โดยแบ่งเป็น 4 ด้าน ได้แก่ ด้านการพาณิชย์ ด้านสิ่งแวดล้อม ด้านที่อยู่อาศัย และด้านการอนุรักษ์และการเรียนรู้ เพื่อเป็นแนวทางการพัฒนาพื้นที่อย่างประสานประโยชน์ โดยใน อนาคตทั้งสองฝ่ายควรมีการเปิดเวทีสานเสวนา (dialogue) เพื่อให้ทุกฝ่ายที่เกี่ยวข้องได้ร่วมแลกเปลี่ยนถกเถียงถึง ปัญหาต่าง ๆ อย่างสร้างสรรค์
The aims of this research are to explore the discursive practices and to examine the fundamental ideology in justifying and giving meaning to the idea of community regarding the Sam Phraeng community which is viewed differently by the Crown Property Bureau (CPB) as landlord and Sam Phraeng community members as tenant. This study follows the research pattern as presented in the Phraeng Model, a sustainable community development model. A qualitative research approach is employed as a main methodology. This research also firmly followed the guidelines of Mahidol University research ethics procedure. The research found that in the CPB's perspectives, this community is (1) a potential area for businesses, (2) an area where middle to low-income people live and who are in need of improving their quality of life, (3) a shared-benefit area for the public, (4) a cultural heritage and preservation area, and (5) a prominent area of Bangkok, Thailand which is incorporated in the policies of the Royal Thai Monarchy. According to the Sam Phraeng community members' views, they define meanings of the community into two ways: (1) an area of importance and value with many historical sites and community meanings, and (2) a place where there are pleasant community livelihoods. Although there are some different perspectives between both the CPB and community members, they still have many shared common objectives. To achieve those common goals, the Phraeng Model is presented as an approach for planning. This model requires development in 4 dimensions: community for commerce, green community, residential community, and community for preservation and learning. The model suggests that both parties must continually participate in peaceful discussion in order to consider problems and collaborate in developing of the Sam Phraeng community.
