การรับรู้ความมั่นคงทางสุขภาพของผู้ใช้บริการหลักประกันสังคม : กรณีศึกษาโรงพยาบาลของรัฐแห่งหนึ่ง

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงปริมาณโดยมีวัตถุประสงค์เพื่อศึกษาระดับความมั่นคงทางสุขภาพของผู้ใช้บริการหลักประกันสังคมโรงพยาบาลของรัฐแห่งหนึ่ง กลุ่มตัวอย่างคือ ผู้ใช้บริการหลักประกันสังคมโรงพยาบาลของรัฐแห่งหนึ่ง แผนกผู้ป่วยนอกคลินิกปกติในเวลาจำนวน 383 คน รวบรวมข้อมูลโดยใช้แบบสอบถาม ตั้งแต่วันที่ 1 มีนาคม 2563 ถึง 31 มีนาคม 2563 วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา สถิติไคสแควร์ (Chi-Square) และสถิติถดถอยพหุคูณ (Multiple Regression Analysis) ผลการศึกษาพบว่า กลุ่มตัวอย่างมีการรับรู้ระดับความมั่นคงทางสุขภาพในภาพรวมอยู่ในระดับมาก (x = 3.65) ซึ่งอาชีพหลักและจำนวนเงินสมทบมีความสัมพันธ์กับการรับรู้ความมั่นคงทางสุขภาพ (p-value < 0.05) อย่างมีนัยสำคัญทางสถิติ นอกจากนี้ คุณภาพบริการและการรับรู้ด้านสิทธิประโยชน์จากหลักประกันสังคม 7 กรณี สามารถทำนายการรับรู้ความมั่นคงทางสุขภาพได้ร้อยละ 30.6 (R2 = 0.306, p < 0.001) โดยคุณภาพบริการสามารถทำนายการรับรู้ความมั่นคงทางสุขภาพได้มากที่สุด (beta = 0.485, p < 0.001) รองลงมาคือ การรับรู้ด้านสิทธิประโยชน์จากหลักประกันสังคม 7 กรณี (beta = 0.262, p < 0.001) ดังนั้น ผู้บริหารควรเน้นสนับสนุนคุณภาพบริการและการรับรู้ด้านสิทธิประโยชน์จากหลักประกันสังคม 7 กรณี แก่ผู้ใช้หลักประกันสังคมที่มาใช้บริการผ่านทางนโยบายเชิงกลยุทธ์สู่ผู้ปฏิบัติงาน

This quantitative research aims to explore the health security perception of social security members and analyze the relationship between personal characteristics, health-social-financial status, service quality, and health security perception of social security members in a government hospital. Data was collected from a sample group of 383 persons through questionnaires distributed in March 2020. Statistics for data analysis included percentage, mean, standard deviation, Chi-Square, and Multiple Regression Analysis. The research results showed that the health security perception of social security members was at a high level (x = 3.65). Regarding the correlation between factors, occupation and social security fund contributions were related to health security perception with statistical significance at p-value < 0.05. Service quality and social security benefit perception could be statistically significant predictors of health security perception by 30.6% (R2 = 0.306). Service quality was the highest predictor (Beta = .485, p < 0.001), followed by social security benefit perception (Beta = .262, p < 0.001). This research suggests that healthcare administration should emphasize service quality and perceptions of social security benefits for members through strategic policy implementation by healthcare employees.
