Data steward skill development strategies based on a combination of national and international standards : a case study of national research council of Thailand

Abstract

This research aimed to develop the data personnel's skills development strategy by integrating national and international standards. The case study of the National Research Council of Thailand was chosen to enhance the data personnel's effectiveness. The study process involved the following steps: 1) Business Understanding, which was to understand the research problem, 2) Data Analysis, which involved collecting and analyzing data to develop a framework and plan, 3) Design Framework and Plan, which designed a suitable framework and plan for the data personnel, 4) Framework and Plan Deployment, which implemented the framework and plan within two months, and 5) Evaluation, which evaluated the satisfaction of the data personnel and assessed the research's proposal. The study group consisted of all 31 data personnel at the National Research Council of Thailand, and there were 30 assessors, which was 96.77%. The results showed that the data personnel were highly satisfied with the overall, including the two sub-plans for communication skills and data personnel skills development. However, the study had time limitations, and further research was needed to improve the proposed plan formally. This research can be used as a foundation to develop data personnel's skills for the National Research Council of Thailand and other organizations to enhance their efficiency, meet organizational goals, and comply with national and international standards. Implication of the thematic paper: This research is a plan for developing data personnel's skills that can be applied to the National Research Council of Thailand and other organizations to improve their data personnel's knowledge and skills. This plan can enable data personnel to work at their full potential, meet organizational goals, and adapt to other organizations' requirements.

งานวิจัย กลยุทธ์การพัฒนาทักษะบริกรข้อมูลโดยการบูรณาการมาตรฐานระดับชาติและระดับสากล กรณีศึกษาสกักงานการวิจัยแห่งชาตินี้มีวัตถุประสงค์เพื่อพัฒนาคณะบริกรข้อมูลสำนักงานการวิจัยแห่งชาติ ซึ่งผู้วิจัยได้เลือกการจัดทำกรอบและแผน โดยมีการบูรณาการมาตรฐานระดับชาติและนานาชาติ เพื่อให้องค์กรได้มีคณะบริกรข้อมูลที่มีประสิทธิภาพ ในการวิจัยนี้ ผู้วิจัยได้เลือกการศึกษาตามขั้นตอนตามลำดับ ดังนี้ 1) Business Understanding คือการเข้าใจปัญหาที่แท้จริงของงานวิจัยในครั้งนี้ 2) Data Analysis คือการรวบรวมและวิเคราะห์ข้อมูลทั้งหมด เพื่อจัดทำกรอบและแผนต่อไป 3) Design Framework and Plan คือการนำข้อมูลที่ได้ทั้งหมดมาออกแบบกรอบและแผนการพัฒนาทักษะบริกรข้อมูลที่เหมาะสมกับคณะบริกรข้อมูล สำนักงานการวิจัยแห่งชาติ 4) Framework and Plan Deployment การนำไปใช้กับคณะบริกรข้อมูล ในระยะเวลา 2 เดือน
