การจัดการความรู้ที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรกรมธนารักษ์

Abstract

การจัดการความรู้ที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรกรมธนารักษ์ มีวัตถุประสงค์เพื่อศึกษาระดับการจัดการความรู้ของกรมธนารักษ์และระดับประสิทธิภาพการปฏิบัติงานของบุคลากรกรมธนารักษ์ รวมทั้งศึกษาปัจจัยการจัดการความรู้ที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรกรมธนารักษ์ เพื่อนำไปสู่การศึกษาแนวทางการพัฒนาการจัดการความรู้ในการเพิ่มประสิทธิภาพการปฏิบัติงาน การวิจัยครั้งนี้เป็นการวิจัยแบบผสมผสานระหว่างเชิงปริมาณและเชิงคุณภาพ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม และการสัมภาษณ์เชิงลึก กับบุคลากรกรมธนารักษ์ จำนวน 321 คน รวมทั้งรองอธิบดีด้านบริหาร และผู้แทนคณะทำงานชุดย่อยเพื่อบริหารจัดการความรู้ จำนวน 5 คน สถิติที่ใช้ คือ ค่าร้อยละ การแจกแจงความถี่ ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ การถดถอยพหุคูณ ผลการศึกษาพบว่า มีระดับการจัดการความรู้และระดับประสิทธิภาพการปฏิบัติงานในภาพรวมอยู่ในระดับมาก โดยปัจจัยที่ส่งผลการจัดการความรู้ที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรกรมธนารักษ์ ได้แก่ การจัดความรู้ให้เป็นระบบ การเรียนรู้ การบ่งชี้ความรู้ การเข้าถึงความรู้ และการแบ่งปันแลกเปลี่ยนความรู้ แนวทางการพัฒนาการจัดการความรู้ภายในกรมธนารักษ์ควรมีนโยบาย และกาหนดวิสัยทัศน์ที่ชัดเจน เปิดโอกาสให้บุคลากรมีส่วนร่วมในการกาหนดความรู้ส่งเสริมและสนับสนุนการจัดการความรู้ เพื่อเป็นแนวทางนำไปประยุกต์ใช้ในการปฏิบัติงาน

Knowledge management affects the performance of the treasury department staff that have the objective to study the level of knowledge management of the Treasury Department and the level of operational performance of staff of the Treasury Department as well as studying the knowledge management factors that affect the operational performance of the Treasury Department staff, in order to study the ways to improve knowledge management in increasing operational performance. This research is a mixed method research both quantitative and qualitative research. The research tools were questionnaires and in-depth interviews with 321 staff from the Treasury Department, including the Deputy Director-General for Administration and representatives of sub-working groups for knowledge management, total of 5 people. The statistics used were percentage, frequency distribution, standard deviation, and multiple regression analysis. The results showed that the level of knowledge management and operational performance as an overall was at a high level. Factors that affect knowledge management that affected the performance of the Treasury Department's staff included systematizing knowledge, learning, knowledge identification, access to knowledge, and sharing of knowledge. Guidelines for the development of knowledge management within the Treasury Department should have a clear policy and vision. It should also provide opportunities for staff to participate in knowledge determination, promotion, and support of knowledge management, as a guideline for application in the operation.
